Very little information is known about Rees' childhood, but there is information on his adolescence. Rees attended the University of Maryland, just outside of Washington, D.C. While he attended college, he never finished, because he dropped out. He was known as a great musician and hoped to pursue a career as a jazz musician after dropping out of the University of Maryland.
Rees' crime career began in 1955 when he was arrested for assaulting a thirty six year-old woman. It was reported that he forced the woman into his car, but she escaped. This woman remains autonomous and never pressed charges against Rees, so the charges against him were dropped. This woman's escape quit possibly led to the horrific manner in which his future victims were murdered.
